If the weight is normal, then it may be a struck through a lot of grease on that area. The scratches may have been on the planchet before the strike. I noticed the motto looked altered a bit (weaker) thus that made me look at this coin as a possible Struck Through Grease error. If the bust was altered, where are the alteration marks on the rim. So if the coin is not under weight, I suspect a Struck Through Grease issue. The reverse looks normal, with no distortion of the devices.
