Looks like the copper plating is just wearing off of the Zinc cent.

Others will chime in as well with their thoughts.

The copper plating is quite thin on these "zincolns", the zinc core makes up the most volume. Either this is a wear issue or possibly a plating issued, too thin maybe. Because of the wear differences between the top portion and that around the ear, appears worn down.

Yes .. the image is worse on the other side.. might be a thinned out penny..
