I think thats a nice pickup for $18. I don't see a lump in field below star 13 which would identify it as an N-2. I think it very well could be an N-31 which I think is still R-5 coin. CQR lists this variety at EAC grade VG-8 at $45 and EAC grade F-12 at $80. I think it would grade F-12 by EAC standards.

Thanks. Yea, I'm leaning toward the N-31 too. Probably not an N-18, hair curl is in the wrong place over the 8.
