I see part of a clash on it.
Edit: The second pic shows Roosevelt's forehead under the left plant. Maybe something at the top too.

This die damage. A die die dent or gouge altered the fields and some areas of the devices. The 'U' on UNUM and the 'ME' on DIME. The 'E' was altered so the part that should be straight on the left side of the device is now curved.

At first I wondered about a struck through error (grease), but the devices were not widened, but were reduced in size a bit. Then I noticed the long gouge/dent on the field area. Then I knew it was an issue with die damage. This probably remained with the die until it retired or may have retired it quicker.
