German I guess, 2-15-23, but where from? Is it a state issue? A railroad issue? Help appreciated!

It's called "Notgeld" which was issued as hyperinflation took hold in Germany in the mid-20s. That's about all I can tell from the size of your pic.

The money became so devalued that people would actually burn it to heat their home because it lasted longer than the wood it could buy!

The image is too small to recognize many details, but as KurtS wrote, it is regional notgeld. I can read "Düren, Euskirchen, Jülich, Stolberg Eschweiler" - these are all cities in the Cologne/Aachen area, in today's state of North Rhine Westphalia. Further below I see "Vereinigung der Industriellen von Düren u. Umgegend e.V." - that would be an industry association in the Düren area. And "Handelskammer Stolberg" is the Stolberg chamber of commerce.
