It might also be a Struck Through Grease issue. If it were a die polishing issue, most of the edge would be missing. The 'FG is incuse on the die, raised on the coin. So it might be more of a struck through issue. (grease filled the devices in on the die preventing the initials)

The marks on the last image appear to be incuse on the right side of the imagee, so they would be damage on the coin. (contact marks)
