I agree with oldmike. Die polishing post die clash is likely what removed the neck. I've seen coins where the entire bridge of Lincoln's nose is gone as well. Take a look between the memorial bays to see if there are any die clash marks they missed -- those are the ones that sometimes get left in there. The circle you see near the rim of both faces of your coin are from die wear. This is common in mid to late 1980s cents. The doubling you see on the date is Die Deterioration Doubling. This is distinct from the "poorman's doubled die" doubling, which is Machine Doubling.

Look at the wear on that die! what a ring, yea the overpolishing shows up on the high point details and wear on that 7. Ugly spender!
