Without images, I can't be sure, but I believe the OP is referencing two privately-struck medals that each feature a portrait of JFK on the obverse and a pair of eagle images on the reverse (one eagle is upright, the second is upside down [a sort of vertical mirror image]).
Neither of the medals was struck by the US Mint.
The 1983-dated medal was issued for the 20th anniversary of JFK's death. The 1985 medal commemorated the 25th anniversary of JFK's election to the US presidency.
They were part of series of "double eagle" medals struck by (or at least sold by) the National Historic Mint out of Westbury, New York; the medals shared a common "double eagle" reverse. In addition to the JFK medals, the NHM also sold medals featuring portraits of George Washington, Thomas Jefferson, Abraham Lincoln, Ronald Reagan, George Bush and others.
None are worth very much; they do not have a strong collector following.
