I am having a great day going through rolls of dimes and pennies. I came across this one. Looks like an error that was stamped on his forehead. What do you think?

Looks like a reed ding from another coin.

When a coin is struck by another coin (in circulation, not at the mint) a mark is sometimes left. Your dime was struck by a coin with a reeded edge, so a dime, quarter, or half dollar. This will leave that pattern of marks -- an example of this can be found here: http://goccf.com/t/287035. It's a great looking coin, except for that gash on Franklin's big ol' head.

They do happen at the mint also,but it is still PSD.

Apologies. I meant during the minting process. John1 is right in that coin to coin contact will occur in mint bags while still at the mint.
