The lettering is definitely Machine Doubling.. hard to tell about the other design features you circled because of the photos but if you have Machine Doubling in one area you most likely have it in another.. full coin pictures would be helpful in order identify the area you are indicating.. with the "incuse" lettering of the ATB Quarters as seen on your coin, true doubled die would appear as thinning of the letters instead of expansion of the size of the letters.. would be glad to take another look if you can post some full coin pictures and a little bit less zoom over the other design area you circled that is not the lettering.. :)

Thank you so much for explaining. I had larger photos of areas but it made me shrink them. I will try to post better ones for you to look at.
