Yes common. It is a plating issue.

They didn't realize that there was an issue of zinc dust on the planchets and the dust got plated onto the planchets. It wtill happens sometimes today, but not as common as the first few years when this was an issue.

Here's another plating issue that was more frequent in the early 80's, yet still persists today. It's a 1983 with gas bubbles.
