Agree, you have to start somewhere. But generally speaking, to have any value (especially in this sort of condition), notes have to be complete up or down ladders, solid digits, perfect radars, perfect repeaters or have low 4-digit or less serial numbers. I even hesitate to say this because I'm oversimplifying, but I think you get the picture.
