1999 New Jersey Coin Error Help

Hi everyone! I'm hoping to get some help with this coming I found while rolling quarters. The edge is cut at an angle, the Washington face has a ring around it, Liberty is missing an I as well as some other letters are incomplete. And on the backside the image doesn't have as much detail on it as a normal New Jersey coin. We're not sure if this is an error coin or if some damage was done after production. If this is an error, can I get some help with the correct terminology and also any insight on possible value?

to CCF Redhead. If you would crop your pictures around the coin, it would be much more visible. You can use the Image Optimizer if you like.
