My question is how can you get them consistently? I can only find them at one place and it's not the bank... every roll is same date and almost aligned perfectly.I want to call them proof but I find small scratches.

Maybe this happens ... These are Uncirculated rolls. coins in rolls, especially cents can sit in the back of a stores supply for the cashiers registers for a long time I guess. Maybe they restocked before they hit bottom and these remained for a year or two. They must be near the bottom now.
Cashier calls the managers booth "Register 10, I need pennies!" and they get them out of the vault and take them to register 10 and the cashier pays the manager bills so they can make change with the customers. The cashier has to pay for them since they audit the register after a shift and it has to check out right.

Proof is a method of striking a coin, not a condition, so these coins will never be proofs. They are circulation strikes in uncirculated condition.

They have marks because of being put through a machine to wrap them, coin to coin contact...came from mint to distribution center in bulk bags, then wrapped and distributed by companies like Brinks, etc. Why 2016, is stated above, also happens in banks and distrib points, kinda like stuff on shelves, older stuff gets pushed to back, not your normal grocery store.

In 2013 got a $25 box of 2009-P Birthplace, like the novice idiot I was am only saved a few rolls and returned rest because "needed the money"...?
