I'm seeing this as an extremely worn die. It could be die flow lines on the fields that you're seeing as a lamination?

At first sight, I was also thinking worn die and flow lines.

My vote's for Die Deterioration.

Die Deterioration occurs over the life of a die. Your coin was struck towards the end of the dies' life. It's not considered an error or variety. While it's interesting, it does not add a premium to the coin.

No, Die Deterioration is not rare. It is common place as the dies the mint uses wear down from the outward flow of metal as coins are struck.
