Could possibly be a planchet flaw, once struck hit a ther, or its just damaged. If the coin has any bend to it...PMD for sure. Looking further, front of chin seems damaged, bent coin stress crack?

I don't see any doubling but, that ragged line from the rim to the chin looks like a lamination error (planchet flaw) to me.

I don't see any doubling either, just a planchet flaw as Crazyb0 has pointed out.
