Yes it is listed in Charlton's and in MS65 is priced less than the coin without this error.
"Dipping" is not considered cleaning...

It is a die chip... I don't know why Bill Cross thought to include the $2 die chips in the front part of his catalogue, especially when other, more famous, die chips like the 1957 5-cent "bug tail" are excluded...
