to CCF. Looks like circulation damage to me. No added value. The no mint mark means it was minted at the Philadelphia mint.

Not circulation damage. It looks like an production error. The hair is different and looks like that is went on the shoulder resembling an epaulette on the shoulder

fancy fringe up top is known as an epaulette, or "little shoulder" in French, an ornamental shoulder piece mainly worn on military uniforms that would identify a soldier's rank and also keep shoulder belts from slipping.

Epaulette (/#712;#603;p#601;l#603;t/; also spelled epaulet)[1] is a type of ornamental shoulder piece or decoration used as insignia of rank by armed forces and other organizations. In several European armies, epaulettes are also worn by all ranks of elite or ceremonial units when on parade.
