you have something going on for sure, a clearer picture would help, but I am curious why the date isn't doubled as well. if it was indeed struck twice, other features should be doubled as well.
The reverse rim is missing, but the obverse rim is present. So the coin may have been altered by slight sanding removing parts of the clad layer. If this is so then then the coin would be a bit light in weight.
It appears that the obverse was struck a second time by a fake die of relatively soft consistency while the reverse rested on a hard flat surface. A counterfeit second strike, in other words.
