1986 PL Coin Sealed With Damage..50 Cent Piece..

i am seeing lots of damage, around the edges, nothing that would have happened from coins banging into each other. if the coin wasn't sealed I would say PMD, without a doubt. But I am wondering why or how would this have happened, this coin didn't suffer the damage from falling on the floor..?

These things do happen in quality control, here are a few damaged coins sets I found. The damaged edge and raised dots on that 25ct coin is one of my favorite, and then the incomplete clipped 10ct. They are worth more in an intact set.
