1999 P Dime Missing Nickel Jacket?

So I'm quite new here, and I'm curious if anyone has more solid information than I've been able to dig up (not to much).

I pulled this one out of my register one day and I only took it cause it felt slightly lighter than a regular dime, and it makes the weirdest sound I've ever heard out of a dime.

So after a bit of researching the only info I came across was that its "nickel Jacket" had slipped off in the minting process, and the coin was stamped directly onto the copper core. I couldn't find any info about weights or anything so I'm not sure how to confirm this or debunk it.

Fun find either way because again, weirdest sound! Here's some shots, the 2016 is just for comparison.

Tough call. Enviro damage would be of uneven color & rougher surface.

Could this be an annealing issue?

A dime missing a clad layer will display strike weakness and be underweight in addition to the obvious copper appearance of the core-

Yea this is similar to the info I had been getting. It was in circulation and its a bit hard to tell on the image but it is a brownish copper color, its also a little beat up but. The real thing that gets me is just the vast difference in the sound it makes compared to, well any other coin. It almost sounds like a 43 zinc penny.
