1980 P And D Weight Discrepancy

Just wanted some board opinions on what would cause this weight deiscrepancy. 1980 Denver is what I would consider the proper copper weight but the 1980 Philadelphia comes in a bit lighter. Planchet issue? Ideas?

+/- .13 grams is the mint tolerance.

Yep both coins are within tolerance (but the 1980 is just barely within tolerance.)
