'09 Barber Dime - Obverse Altered?

Here's my problem: the reverse of this dime looks original with no visible damage, while the obverse has more marks. My bigger question is, has the obverse been cleaned and how bad?

I'm not going to get it certified or planning on reselling, I just want a better coin for my year set. My current dime and half are XF. Would this go AU? Even AU details?

Both sides look original to me. If the obverse was cleaned, why not do the reverse also. Seems like the carbon spots are still on both sides, which I would think a cleaning would have been done to remove them.

Obverse to me looks EF even though reverse seems solid AU.
