1988 Die Cleaned W/Rough Sandpaper

Hey again,

found the 1988 that looks like someone ran course sandpaper all over it. On both sides. But that is not the case. What appears to be scratch marks like a spiderweb in all directions is actually raised lines. No scratches. It's like someone cleaned the die surface with rough sandpaper. Any thoughts?

Those are die scratches from a mint employee being over zealous.

Lots of scratches on the die from polishing but I've seen worse.
