That's the thing, I don't want to exclude members with less than 50 posts. From what I've read in various topics, It's unclear as to the threshold for PMing and if it works both ways (i.e. sending vs. receiving PMs).
All the rules say is that "New Members" cannot use forum email. That would imply under 50 posts but, I'm pretty sure I've seen New Members being able to contact others somehow for other contests/giveaways.
