Can anyone tell why there is a circular imprint around the last digit in the date?

Could be wrong, seems like a moisture stain of sorts. Another shows around the "D" in GOD. Thanks, Doug.

Yeah, it looks like spots from the planchet rinsing process.

Is there a tiny black dot at the center of those circles?

I've noticed that there is one by the "I" in Liberty as well. No there isn't a black dot in the center of the circles.
