1898 IHP What's Going On With The Ribbon?

Still going through my 1898 IHPs. I've come across several that have me stumped. There are no DDR's listed, (maybe one) but this looks like doubling to me. The coin is so worn the veins on the leaf are flat so I can't see doubling there.

Any ideas?

No guarantees, but probably Machine Doubling.
