Couple points to add:
*65-70 halves are only 40% silver.
*There were no proofs from 65-67.
No true mint sets either... just a
"Special mint set", or SMS.
*The Ike dollars in regular proof sets
are not silver. There were clad Ikes
and 40% Ikes, but you had to buy the
40% silver Ikes indiviually to get them at all.
Only year that a 'premium set' used silver
was the 3 piece 76 set. Only silver Ike
that came in a set.
All the other sets that contained all the coins
were clad Ikes.
*Proof sets 64 and earlier are in the envelopes.
They are of much lower quality than the later sets.
The early ones will cause you to look hard for a
set that has a nice 'cameo' on all the coins.
68-up sets are made much higher quality and are
all cameo to some extent.

They DID NOT have silver coins except for the
commem dollar contained within. There was a year
or two that the commem half was silver too, but
most were clad. All the other basic coins were
of their circulation composition.
*For a few years there was a "Premier" silver proof set.
It was the same proof set, just placed in a fancy box.
They started in 92 just like the regular silver set,
however, I believe they quit that set with the onset of
State Quarters in 99. You just pay more for the box anyway.
