Can't tell from the image if it is a partial collar or just the sometimes seen typical beveling of an "not full" strike.

The edge image seems to show the proto rim that did not strike up due to a slight off center strike. Anything else showing on the edge opposite the pictured side? Thanks, Doug.

Thank you Halo1st. It might be a Stiff-Collar Strike, but I am not sure. It could be either error.

Halo1st I think you're right. I researched this error type and my coin looks just like it. This error is often confused for a partial collar error. Thank you so much for your help. :)
