Looks like a GLORIA RO_MANORVM reverse. Perhaps Valentinian I? I recommend moving this over to the ancients board for some of our Roman experts to chime in.

Valentinian I, GLORIA ROMANORVM, mintmark ASIS dot (?) Siscia, 1st officina.

Although it's pretty heavily encrusted, I think it is actually a very nice coin underneath. If you want a little science experiment, you could probably clean it. I would try maybe a few months in olive oil and see if it makes any improvement. I'll let the cleaning experts weigh in, but I see all of his hair lines which is a very good sign!

Mint mark is ASISC, no field marks.

Reference is RIC IX 5a type i(a)
