Yeah I would say 63. I like the fingerprint toning that's going on between 12 and 5 oclock on both sides.

MS-62, numerous frost breaks on the obverse, lots of rub and chatter in the fields and across the devices both obverse and reverse.

IGE you know I'm not much for the toners. But this is a coin that more toning would help IMO. MS-62 or 63
