If the weight of a copper penny is 3.1 and the Weight Tolerance is .13 would this possibly be an error?

3.11g +/- .13 = 2.98-3.24. It could be a rolled thin planchet or circulation weight loss.

So much damage that it could very well be underweight due to loss of metal = it a spender.
