I am wondering if this is a verdi-problem or incurable corrosion?

Verdicare might help, but this type of corrosion permanently pits the surface of the coin, which cannot be improved.

Smoothing the fields might help, but that is considered damage, rather than repair.

Moxking: thank you for confirming my worst fear. And it is a shame because the other side is as perfect a strike that I have seen of this coin outside of a slab.

That is a nice example. I don't think you would have anything to lose trying Verdicare. Tiny pits can't be any worse than raised lumps and some of the lumps might leave without leaving pits, or maybe smaller ones.

This was a pre-purchase question. I think I will pass. Thank you for the suggestions, 'preciate it.

I agree with your decision. I always think it is better to buy the coin that is you want instead of the coin that could be what you want.
