It appears to be a die clash. The bottom image is the neck line.

Dave isn't that in the wrong place for the semi square end of the neck? But what is the 3rd view of

It looks like there may be a slight die rotation and the 3rd image appears to be the ribbons from the headband.

The third image showes the back of the neck and the ribbon clashed to the reverse die. There is also a coresponding clash of a leaf on the obverse at the bottom of the ribbon.

I see them there is also an extra point below the e in states in fig 1

It represents a deterioration of the dies and the clash. As such it serves as an example of those dies as they are used. For Barber of any denomination this would not lend additional value. It is still an interesting example.

If you find these interesting, check out the 3 cent nickel series. It has loads of them.
