The obverse looks like something was on it, then started peeling away from the devices area on the fields. (possible clear nail polish?)

, my first thought was coated, but not fully so as to fill in devices...if nail polish, try acetone

Looks like a piece of tape was placed across the coin. Looks like you can see the top edge of the tape across the top of his hairline and the bottom of the tape just at the bottom of the coin.

My guess would also be an adhesive residue from a tape.
