I'd personally call it VF. Here in the UK that is the sort of very common coin that I come across all the time in dealers' junk trays for 10p. They had a face value of around 10 US cents when they were replaced by the euro in 2002.

XF-40 and here's why. If you are used to staring at classic US coins with all their engraved detailed and beauty and then you look at this coin, you see less detail and assume it is because it has been worn. However, if you look at a mint example of this coin, you will see there is minimal detail to begin with. If you take that into consideration this coin, while circulated, is really not all that worn.
