Has anyone seen one of these before? The closed 9 variety is listed in the Standard Catalog of world Coins but not the open 9 variety. In fact I can't seem to find it listed anywhere. doesn't anyone have an idea of what it might be worth? Thank you!

So according to Numista, there are only 5 known open 9's for 1949? Assuming it has not been doctored to be open, this might be quite valuable. You might want to consider getting it authenicated, if the 9's look original. (Maybe find a friend with a microscope or a high powered loupe can help you see in there better.)

Interesting. I have pretty high power magnification and the coin definitely does not look altered at all. I wonder where Numista came up with 5 known?

Numista relies on volunteers to assist with the coin information, so it can sometimes be in need of correction or update (at least when I do it.)
My first guess would be from a TPG database.

Interesting development: I recently looked this variety up again on numista and they have since removed "5 known"...

I found an email address for an "expert" on French coins and inquired about this variety. I got the below response. I don't speak French so I used Google translate and also included that below. The dates they provided in their response look a little funky. Maybe someone can provide a better translation? Thoughts?

"Dans le livre monnaies françaises nous signalons pour les annees 1941947B-1948-1049B une variete avec 9 ouvert et ferme, mais sans indications precises de cotation ou rarete.
En plus pour les annees 1947 et 1947B ils existent des exemplaires en frappe medaille."

Google's translation:
In the book French currencies we report for the years 1941947B-1948-1049B a variety with 9 open and closed, but without precise indications of quotation or rarity.
In addition for the years 1947 and 1947B they exist copies in struck medal.
