That is a proof coin, which are coins made very well by the US mint specially for collectors. Typically, modern proofs will have an "S" mint mark.

Unfortunately, your coin is impaired and likely not worth much.

Yes, that is a circulated (impaired) 1984 Proof cent.

These were sold in U.S. Mint Proof sets and never intended to be circulated. Whether in a roll or change, I have yet to find a circulating proof coin. *Bucket List*
