The 1967 looks like just a misplaced piece of material.

The 1999 looks like a die break causing the die chip

1967 a moved struck though debris issue. I would keep this one in a 2X2 ASAP. The debris moved slightly. (Keep it in place and don't remove it. These look real neat on the mint marks:

It if comes off save the scrap. Not a big premium, more of a conversation piece. But someone may want it, so it would be worth the effort to save it.
