It looks like a winner, but I'm seeing too many scratches and spots on the plastic to be sure. Photos out of 2x2 appreciated.

Proofs are very difficult to grade using pictures. Looks to be at least PR-65.

A beauty for sure , but what's with the white flecks on obverse and reverse fields ? Otherwise PR-65/66 .

I'm pretty certain that would hit a 66, but that still isn't high enough to make it worth sending it to a TPG.

If you have no intention of doing so, then enjoy this bright little jewel in your collection.
