I've been noticing on ebay that some grades on raw or slabbed coins say "details". What does that mean?

If the word "details" is on a slab, it means there is something wrong with the coin. Scratched, cleaned, etc. If the word "details" is used in regards to a raw coin it usually means there is something wrong with the coin, but maybe not. The seller might be just saying the coin has nice details.

It means that there are additional "details" that affect the condition and value beyond a numerical grade.

Details gives you a listing of why a coin cannot be assigned a "straight" (market acceptable) numerical grade.

Common reasons why a coin would not get a straight grade, but would be designated a Details would include: cleaning, corrosion, serious scratch or scratches, serious rim dings, graffiti, artificial tone, and environmental damage.

Details let's you know there is something besides the straight grade to consider.

Some types, like early copper, will have far more details assigned, while modern commemorative, as an example will almost never be detail listed.

How come water spotted coins aren't "details" grades then?
I just got a 2005 ASE with horrible water spotting that graded MS69 by PCGS! To me it's only worth melt!

Yeah, that's a tough call. I've heard of coins developing problems after they were slabbed. I just wish people would stop selling them when that happens, or at least mention the fact.

Buying 69, and especially 70 ASE really requires great photos or you need to ask the seller if there are spots. Many ASE slabbed by the major TPG's spotted within months of encapsulation. Especially in the 2003-2008 period.

If you don't get an answer from the seller, move along. There are tons of any of them for sale if you have some patience.

Details means that there is some problem that keeps the coin from receiving a "problem free" grade and that the coin has the detail or wear appropriate for the grade listed on it. In other words say you have a coin with the wear of a VF but it has a scratch or was cleaned, It would be listed as "VF details". If it had no problem it would have been listed VF-20, 25, 30, or 35 what ever was appropriate.
