The coin on the left is the one in question. As you can see the outer rim is on the wrong way around. The coin on the right is only there for comparison to show how it should be.

Is this a fake or mis-stamped?

Is it possible someone knocked the centre out and flipped it around?

It's PMD (Post Mint Damage). Someone has removed the centre and re-inserted it the other way around.
