Don't think that it will make MS. It also looks like a little environmental residue. The vertical jewels on the crown show some minimal wear and the center of the design below the vertical jewels do as well(in the middle).

I actually agree, okie. but I have seen worse graded at the same grade.

Not MS. A UK grade would be GEF so maybe AU.

My biggest issue with this not being ms60+... and I kind of agree... is there are no bag marks, no dings.... just the little bit of wear on the middle beads on the crown.
Its going to go to ICCS anyways.

Good luck with that. I don't think they'll share your optimism. Even so they don't give 65 to brown coins. Colour and luster are prime factors in the grading of Canadian large cents. As a matter of fact without the qualifier of lustrous or red, every day vanilla brown coins don't get higher than MS60 at ICCS.

I cannot see this making an MS grade. There is not only the crown, but also the shoulder and collar rim that I am seeing a discolouration on. I would think AU-55.

Regardless the grade (I think high AU with environmental damage), it certainly is not worth the $$ it would cost to send it to ICCS or any other TPG. You can pick up a 60 with some luster left at almost any coin show on the last day for less than $15.

I've seen a few beautiful AU+ coins with little wear but no marks. This one is very nice and clean, but like others I don't think you'd get MS. If you, at most a 62
