I'm pretty sure the reverse is PMD but any idea what may have caused this?

The thinner lines appear to be raised and the wider area between the thin lines are incuse

Because they go around the circumference evenly,, I would say these are roller marks from a Coin Wrapping Machine.

Since the obverse is warped, and since the circular lines are restricted to the high points, this would be post-strike damage.
Error coin writer and researcher.
