Not off center and not a Lamination at all. This is some type of gunk on the coin and is very worn from circulation. Might not be the answer you want to get, but I'm telling you the truth. No extra added value. Worth 1 cent. Stay on here so you can learn for awhile. Also the motto looks like that do to being struck on a Deterioratating die. LDS (Late Die State).

I figured it wasn't a lamination issue but I thought I should ask. As far as it being off center, I read that if the bust touches the rim that was an indication of the coin being off center. The area of the damage (chin) protrudes from the coin and is not flush with rest which seemed unusual. Thank you for your input.
