Hi, I can not find this medal , they use that shape Hunan province 1920 ,1922 Tan Yankai ,commemorative medal and merit medal ?

Have you gotten the characters on the reverse of the medal translated? If not, then that might be the next step to see if they provide any details that might lead to an identification.

I'm stumped on this one. The only other assistance I can provide for now is a link to Orders and Medals Society of America that group has images for a ton of countries perhaps someone there will be able to assist you http://www.omsa.org/
