That is unusual...

First it looks like one side was attached to something, and the side with the eagle looks like it was enamelled or something and had this chipped off. The blue in the dotted circle makes it seem that way.

I was wandering if there had ever been a coin with that kind of eagle and those 13'stars together?

A real coin would likely have had some sort of lettering or at least a date, if made in the US. Depending on how big it is, it might have been encased in a button perhaps?

The two small tabs on the reverse may have been for a hanger. Medallion of some patriotic sort would be my guess.

The incuse-eagle-on-arrows design is coped from the gold half-eagle and quarter-eagle coins of 1908-1929. It is presumably a piece of "costume jewellery" (base-metal, not gold) intended to look gold-like by borrowing a design from a known gold coin.
