Border line. But not a keeper. It need to have the devices off a little more to be a keeper:

Note the weakness on UNITED. That is caused by the obverse die being off that part of the strike because of the miss alignment. So look for this on the keeper of MAD coins.
This cent is a MAD keeper. Note how just the tip of the date'motto' is over the edge?

But note the weakness on 'AMERICA' Because of the miss alignment of the hammer die, this weakness appears when parts of the devices fall over the edge coin.

This shows on the left illustration why the weakness happens on the anvil side of the coin. The pressure is not centered over the anvil die equally like a normal strike should happen. Hope this helps to identify the keeper coins.
