This nickel has no scratches or marks that show someone took it off doesn't look rubbed off yet instead of the date being 1989 it says 198°lol thoughts or is this normal?

Just a damaged circulated coin from what I can see. Part of the digit may have some blockage of grease. Not a keeper. When they get in the 90% blockage of grease, then they are interesting.

The area is not damage. The die in incuse (sunk in) to form a raised area on the coin. When grease fills in this area, it prevents the coin to strike up on that area. It can be one device/several or part of a device that couple be affected.

Just that area of the die had some grease on that area. (dies are a negative of a coin) thus a blocked/filled area on the die prevents that area from forming.
