This is what I recently learned from our pro, Coop on similar doubling:

Those are incuse devices raised on the die,any die movement make's them distorted.

I can't add anything about doubling on incuse devices but, yours is an ATB (America the Beautiful) quarter and not a 50 States (or Statehood) quarter. I hope that helps in some way.

MD is very common on these incuse devices. About 70% are affected. Some minor and some stronger. But they are not doubled dies on the outside lettering. The reverse doubled dies are confined to the center area of the designs.
